Who can sign a statutory declaration?

Anyone registered as a justice of the peace. This includes pharmacists, police officer's, legal professionals, medical practitioners, dentists, court register's and bank managers. This may differ from country to country, but this is the list for Australia and some are bound to be the same in other countries. However, I am not sure about the international requirements for stat. dec's, therefore I'd recommend you used Google to confirm this for the country you live in (if not Australia obviously). Witnesses can be anyone who knows you well including family members. In some cases such as with pharmacists, the witness and the lodger of the stat. dec. must sign in front of them. Cheers
