What does "sworn to before a notary mean?

Certain government officials, including a notary public, are authorized to administer an oath or affirmation, to compel a person to tell the truth, under penalty of perjury. To swear to, or to take an oath, before a notary, is to promise to tell the truth before God or something considered sacred, such as a holy book or object. As an alternative, if a person objects to taking a sworn oath, the person may make an affirmation, promising on their personal honor to tell the truth. In ancient times, a false statement made under oath was often accompanied by a curse on the witness or their family. Specifically, from the Australian Computer Society (ACS) statutory declaration for skills assessment guidelines, December 2019: The following Statutory Declarations or Affidavits are NOT suitable: Does NOT contain words to the effect Sworn Before or Signed Before or Witnessed Before. Stamp and signature of Notary Public does not state that the referees signature is witnessed Signature of Notary Public only states Attested Copy. The declaration is NOT witnessed on the same day
